I JOB SUMMARY/SCOP:

Based in Addis Ababa Head Office, the Gender Advisor (WLiE project) position is responsible for providing coordination and support to Women Lead in Emergency programming in Tigray and Afar regions. In addition to providing overall project coordination, s/he will be also responsible for directly providing technical and professional support in planning and implementing Women Lead in Emergency activities for WLiE project team members.

The gender advisor will be responsible for supporting gender-transformative programming that focuses on supporting and enabling marginalised women’s voice and influence over decision making in private and public life- in the community, civil society, local government and more. Unequal power relations in society result in unjust distribution of resources and opportunities for women and girls to participate equally in society and result in unjust social norms that limit women’s voice, equal participation in decision makings, and freedom from violence.

To strengthen women’s voice and leadership opportunities within humanitarian response, recovery and potential future peace and reconciliation processes , this post holder will be responsible for coordinating the implementation of CARE’s “Women Lead in Emergencies” (WLiE) programming. This programming brings together gender in emergencies and governance programming to support women’s collective action within communities  and strengthen opportunities for greater participation and leadership in public life and in response to the humanitarian/conflict crisis. WLiE works with community-based women’s groups to create leadership opportunities and develop action plans to address issues of priority to them as a collective and to take on leadership positions themselves and/or engage with community leaders, government, humanitarian and peace actors to influence decisions made on services, political dialogue and mediation and wider resource availability and accessibility in the community. In addition, the position holder is responsible to provide coordination and supervision for effective implementation of trauma healing activities within the WGSS. This position has no direct line management responsibility but will be a critical team member in ensuring effective coordination and programme quality support across project activities (including six project sites in Tigray/Afar) and with partners in-field, and in ensuring effective monitoring, learning and reporting to the donor.

II RESPONSIBILITIES AND TASKS:

Job Responsibility 1:  Project Coordination and Technical Leadership

(% of time 60%).

  • Coordinate with field staff/partner in undertaking and producing Rapid Gender and Power Analysis reports focusing on women’s participation in humanitarian and public decision-making, with technical support from the Humanitarian Programme Manager and Women Lead in Emergency Advisor based in CARE UK.
  • Work with and support project Community Facilitators to facilitate or support existing spaces to help crisis affected women to analyze the barriers and opportunities for women’s effective participation in decision-making, and to develop WLiE action plans to support women’s leadership and decision-making in community/local governance.
  • Provide technical assistance to the WLiE project manager, team leader and partners to support implementation of WLiE Action Plans to support their voice, leadership and decision-making of women affected by crisis, and to manage small grant activities lead by WLiE women’s groups, as relevant.
  • Work closely with WLiE technical coordinator in-field to organize and facilitate training workshops for skills building, sensitization and capacity building for relevant stakeholders, and implementing partners.
  • Monitor and maintain quality of implementation of the WLiE project and consistency and coordination with the other programming and ensure effective knowledge management.
  • Coordinate engagement/influencing meetings with key decision-making and wider peace building activities, including a regional women’s peace conference in coordination with the WLiE project Manager,team leaders and WAT team.
  • Facilitate forums and learning events in the topics of Women Peace and Security and peace building.
  • Coordinate activities that engage men and boys from the community through adapting and overseeing effective delivery of the Engaging Men into Accountability Practices (EMAP) approach, and processes with project stakeholders for encouraging male leaders to participate in activities that promote positive masculinity, create male allies for women and girl’s empowerment and support project objectives.
  • Oversee & support the day-to-day implementation of program activities including Women and Girls Safe Space Activities/psychosocial support, follow-up, and make advocacy to meet the needs of women.
  • Organize WLiE project workshops (Inception, regional and national workshops).
  • Lead coordination and technical oversight of learning processes and proper documentation from WLiE and EMAP model implementation.
  • Collaborate and communicate regularly with the WLiE Advisor and Programme Manager in London on WLiE activities and learning.

Job responsibility 2: Staff and partner capacity building

(% time 10%)

  • Promote awareness of women’s rights with CARE staff, partners and affected people, with a particular focus on the linkages between women’s political, economic, and social rights and empowerment. This will build awareness of CARE International’s approach to Gender Equality and Women’s Voice and Inclusive Governance.
  • Support monthly organizational reflection and learning events on women’s leadership and decision-making for CARE staff and partners, and to identify capacity development needs. Lead Women Led Organizations (WLO) mutual capacity assessments and planning workshops and overall capacity strengthening commitments, including effective allocation and disbursement of small institutional investment grants to WLOs.
  • Adapt and develop the Women Lead tools and materials for the local context in collaboration with the Addis based WLiE advisor and global Women Lead in Emergency Team,
  • Provide technical assistance to staff, partners and women affected by crisis in the adapted WLiE tools, and oversee and support implementation of the WLiE methodology in each of the project locations.

Job Responsibility 3: Monitoring, Learning and Program Quality Oversight 

(% of time = 10%)

  • Ensure effective knowledge management and regular and accurate program activity reporting in accordance with the project requirements.
  • Maintain up-to-date data related to WLiE project activities and ensure it is shared with the Learning, Design and Measurement Manager for data entry and collective analysis.
  • Develop appropriate reporting formats together with the Field Office Monitoring and Evaluation officer and Senior Learning and Design Manager
  • Collect, organize, and summarize monthly and quarterly performance reports from GBV officers.
  • Monitor the quality and reliability of the reports collected from GBV officers.
  • Supervise, coach and give technical back-up to WLiE project manager, team leader, GBV officers and Community Facilitators on participatory MEAL.
  • Support effective budget management such as regularly tracking of project expenditure /financial reports, tracking activities against budget utilization, and timely flagging of any under/overspend.
  • Share Financial monthly financial report with the field team and lead monthly and quarterly budget forecasting together with the Humanitarian project manager.
  • Keep abreast of and monitor the changing humanitarian, security and political context in each project site and at a regional/national level and work with all relevant stakeholders to identify, report on and mitigate risks to project staff, objectives and key stakeholders, as well as opportunities for women’s participation in the region’s recovery and peace process;
  • Facilitate and conduct regular review meetings at all woreda levels along with project staff and work with different institutions to create institutional commitment for women’s group objectives and Action plan implementation. Together with other project teams, sets project quality standards and action steps and monitor performance accordingly.
  • Ensure that psychosocial support and healing activities are run within the WGSS as per the minimum standards, ensuring these are fully socialized and understood.
  • In collaboration with the WLiE Advisor, MEAL officer, senior LDM manager based in the HO, develop a plan for on-going action learning to assess what does and does not work to support the voice and leadership of women affected by crisis, help establish feedback loops to modify the project implementation, and to document the process and promising practices.
  • In collaboration with the MEAL Advisor and Gender Mainstreaming Advisor, use the CARE Gender Marker Self-Assessment Tool to improve the quality of gender integration at all stages of the project cycle and facilitate regular reflection on the gender transformative impact of the project. This includes considering protection risks and unintended consequences of program activities and mitigating harm, such as an increase in violence, harassment and backlash for women who are active in public life.

Job Responsibility 4: Facilitate learning and networking (external).

(% of time  =10%)

  • Establish firm and institutionalized working relationships with local government officials, community institutions, humanitarian, peace and justice actors in region and Addis, where relevant.
  • Represents CARE in Zone and Regional level coordination forums. This includes contributing to the available protection/GBV/peace and justice coordination platforms such as GBV AOR, Protection Cluster, PSHEA networks and Protection Working Group.
  • Facilitate exchange of learning on WLiE by CARE, partners and women groups and women affected by crisis in a range of coordination and decision-making forums.
  • Build relationships with, and networks between, local women-led groups and WLOs/WROs advocating for women’s rights, gender equality and women’s voice, and inclusive governance.
  • Develop and maintain close working relationships with INGOs and Partner Government officials particularly project signatories at woreda, zonal level and regional level.

Job Responsibility 5: Donor Compliance and Follow-up (% of time 5%)

  • Ensure familiarity with the project related contracts and agreements with donors and sub-grantees.
  • Ensure that field office project staff implement project activities and budget expenses as per donor guidelines and CARE policies and procedures.
  • Coordinate with the Humanitarian Program Manager (Gender and Protection) to prepare responses for any donor concerns.

Job Responsibility 6: Perform other duties as assigned.

  • Levels one and two of problem solving apply to the incumbent. The incumbent is involved with daily routine activities, she/he also uses interpolative skills to pick and choose the right solution to address given problems.

  • Understanding and demonstrated commitment to the importance of gender, youth, and social inclusion issues.
  • Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion and PSEAH (safeguarding), as evidenced in previous positions / programming.

Job Requirements

IIV QUALIFICATIONS (KNOW HOW)

A EDUCATION/TRAINING

Required:

  • BA degree in gender/women’s empowerment, peace/conflict studies, psychology, social work, law, Public Health, or related areas of focus

Desired:

  • MA/Sc degree in gender, anthropology, Sociology, Developmental Studies and professional training in gender or related fields.

B) EXPERIENCE:

Required:

  • At least 5-7 years of work experience in NGO and humanitarian settings.
  • Lead gender analysis.
  • Ability to adapt tools and deliver training (ToT)
  • Working with women’s empowerment groups at community level.
  • Working with Women’s Rights and Women led Organizations through mutual partnership.
  • Supporting knowledge management, learning and donor reporting.
  • Understanding GBV prevention/response and trauma-healing as a basic need for women’s participation.

Desired:

  • Understanding/experience of conflict resolution, transitional justice, and mediation processes.

C). TECHNICAL SKILLS

Required:

  • Demonstrated knowledge of concepts and approaches related to gender equality, women’s rights, and empowerment.
  • Understanding of women’s mobilization and participation in decision making at community/regional level.
  • Ability to adapt tools and deliver training.
  • Capacity to coordinate and mentor frontline staff and partners, based on their and project needs.
  • Project management skills including grant/budget management.

D Language proficiency in written and spoken English.

  • Computer proficiency.
  • Good communication and report writing skills.
  • Firm belief in teamwork, gender equality, sensitivity to Crisis affected communities and GBV survivors, economic and social needs of women, conceptual understanding of participatory approach and sustainable development.

Desirable:

  • Proficiency in the local languages (Afar-aff and/or /Tigrigna).

E COMPETENCIES

V CONTACTS/KEY RELATIONSHIPS

  • The incumbent is expected to build health partnerships with the donor with key stakeholders including at national and regina levels.  She/he also works in close collaboration with all protection sector team members and actively. The position holder is supervised by the Humanitarian Program Manager (Gender and Protection).

VI WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.

  • The position will be  based in Addis. A significant amount of time (at least 50%) is expected to be spent working in grass root with crisis affect communities, supporting teams with implementation of the WLiE program and related activities in the two regions.
