About the Organization

ECC‑SDCBOM is a faith-based NGO implementing social development programs in the Vicariate of Meki. As a consortium partner, ECC‑SDCBOM is delivering the Realizing Aspirations of Youth in Ethiopia Through Employment (RAYEE II) program, funded by the MasterCard Foundation and led by SNV. This five-year program aims to enhance youth employment opportunities and economic empowerment in Oromia and Central Ethiopia regions.

Position Summary

The Deputy Program Manager will support the overall coordination and management of the RAYEE II Project in Central Ethiopia. Reporting to the Program Coordinator, this role ensures smooth execution of program activities, financial oversight, stakeholder collaboration, and performance tracking. The position requires strong leadership, problem-solving, and program management skills to drive youth employment and livelihood initiatives while ensuring compliance with donor and organizational standards.

Key Responsibilities

  • Program Coordination & Oversight: Plan, implement, and monitor program activities including skills development, youth engagement, financial inclusion, safeguarding, and value chain initiatives.
  • Team Management: Supervise cluster-level staff, conduct performance reviews, approve travel/work plans, and manage administrative processes.
  • Stakeholder Engagement: Build and sustain partnerships with government bodies, TVETs, financial institutions, private sector actors, and youth associations.
  • Financial & Operational Management: Prepare annual budgets and quarterly expenditure plans; ensure compliance with donor and SNV requirements.
  • Monitoring, Evaluation & Learning: Collaborate with MEAL teams to track progress, assess outcomes, and support adaptive program management.

About You

Qualifications:

  • MSc/MA or BSc/BA in Project Management, Business Administration, Development Studies, Social Sciences, Agricultural Economics, Agricultural Extension, Rural Development, or related fields.

Experience:

  • Minimum 10 years relevant experience (MSc/MA holders) or 12 years (BSc/BA holders) in program management, youth enterprise development, livelihoods, or market systems development.

Key Skills & Competencies:

  • Strong leadership and program management skills.
  • Financial management and budgeting expertise.
  • Ability to manage multiple projects and meet deadlines.
  • Knowledge of youth employment policies and economic development strategies.
  • Proven stakeholder coordination with government, private sector, and youth organizations.
  • Gender integration and conflict-sensitive programming experience.
  • Excellent communication skills in English and local languages.
  • NGO experience preferred.

  • Willingness to travel frequently to project sites.
  • High commitment to field-based work with resilience and adaptability.
