Professional Alliance for Development (PADet) is an indigenous, not-for-profit humanitarian organization established in 1998. PADet focuses on serving disadvantaged and marginalized communities, particularly youth, women, and children, in areas such as Reproductive Health, HIV/AIDS Prevention and Care, Child Protection, Women Development, and Livelihood & Food Security.

Project Background

PADet is a consortium partner in a program led by SNV and funded by the Mastercard Foundation, aimed at enabling 112,000 Rural Young Women (RYW) in Eastern Amhara to access dignified jobs through high-potential agricultural value chains.

Position Overview

Title: Cluster Coordinator (Senior Program Coordinator)
Work Unit: Program Department
Reports To: Programs Manager – Livelihood and Food Security
Duty Station: Field Coordination Office – Dessie
Salary: Based on the organization’s salary scale

Job Summary

The Cluster Coordinator will lead, plan, execute, and monitor program activities within the cluster, ensuring alignment with national strategies and MEL frameworks. This role includes supervising teams, guiding work plan development, overseeing budget utilization, and fostering collaboration with stakeholders.

Key Responsibilities

Program Coordination and Oversight

  • Coordinate daily planning, execution, and monitoring of program activities.
  • Guide project setup and oversee work and budget plans.
  • Ensure alignment with national strategies and MEL frameworks.
  • Lead review meetings to track progress and adjust strategies.

Team Supervision and Management

  • Line-manage project teams and conduct performance reviews.
  • Foster a culture of accountability and adaptive learning.

Stakeholder Engagement and Representation

  • Build relationships with government offices, private sector actors, and youth associations.
  • Represent RAYEE in relevant forums and meetings.

Budget, Financial, and Operational Management

  • Prepare annual budgets and ensure compliance with donor requirements.
  • Oversee budget utilization and logistics planning.

Monitoring, Reporting, and Learning

  • Collaborate with the MEAL Advisor to track progress and ensure quality reporting.
  • Document lessons and conduct program review meetings.

Qualifications and Experience

  • Master’s degree in Business Administration, Agribusiness, Development Studies, or related field.
  • Minimum of 6 years of relevant experience in project management and youth enterprise development.
  • Proven experience in coordinating multi-sectoral development programs.
  • Strong skills in planning, stakeholder engagement, and budget management.
  • Fluency in English is required.
