Cordaid is an international network of charitable and development organizations nowadays that constructs health systems and saves lives in the fragile and underserved parts of the world. In Ethiopia, Cordaid performs community health programs of a new type, such as Performance-Based Financing (PBF) and the Last Mile Project (LMP), that are targeted at making health care services accessible and of quality as well as reinforcing the primary health system.

We are looking for a System Strengthening Officer—Health committed to helping our PBF project in the North Achefer District of the North Gojjam Zone, Amhara Region.

🎯 Job Purpose

The System Strengthening Officer–Health (SSO-Health) is to be the most influential project team player, a data verifier in the health sector, a technical supporter, and a human resource developer for health centers and local actors in PBFs and LMPs.

The SSO, working under the project coordinator’s supervision in Bahir Dar, will facilitate quality improvement activities and reporting accuracy and enhance public health facility performance and accountability.

📌 Key Responsibilities

📊 Data Verification & Monitoring

  • Perform monthly visits to health facilities, which are contracted, to be sure that the quantities correspond to those recorded in the registers and the data submitted complies with HMIS from DHIS2.
  • Ensure that CBOs conduct client satisfaction surveys every quarter.
  • Enter PBF data that is already verified in a central system and write verification reports in detail.
  • Make sure that the verifications are done as per the guidelines of the Project Implementation Manual (PIM).
  • Help health facilities (HFs), Woreda Health Offices (WorHO), Zonal Health Department (ZHD), and CBOs in creating and signing Business Plans (BP).
  • Organize the submission and review of BPs at the Cordaid Bahir Dar office on time.
  • Coordinate the preparation and the submission of quality and quantity verification invoices.
  • The role involves overseeing the utilization of PBF subsidies and ensuring adherence to approved BPs and financial procedures.
  • Please submit the quarterly subsidy use reports and kindly highlight any inconsistencies to the appropriate authorities.
  • After obtaining the results, examine the HF performance and categorize the facilities accordingly.
  • Please utilize scorecards to assess the performance of WorHOs and ZHD, and kindly provide the results to the Project Coordinator.
  • Please provide PBF training to the newly established health facilities, CBOs, and local health offices.
  • Conduct on-site coaching for health facilities (HFs) on the proper utilization of PBF funds, record-keeping, and HMIS reporting.
  • Help the COVID-19 Quality Improvement (QI) projects become a reality in the development of the work plans.
  • Provide technical support and solve problems during implementation.
  • Update on Total Quality Management (TQM) progress with respect to QI, CQI, and QA.

🌐 Stakeholder Engagement & Networking

  • Establish and sustain close connections with the major stakeholders: ZHD, WorHOs, HFs, and CBOs.
  • Attend zonal and woreda-level health meetings on behalf of Cordaid (minimum once/quarter).
  • Ensure that information on coordination meetings and project status is communicated in a timely manner.

  • Put together and send out HF reports monthly

  • Keep PBF files well-organized for all parties with whom contracts exist.
  • Describe the implementation of logistics, finance, and administrative work at the field level.

✅ Qualifications & Experience

Education:

  • A Bachelor’s Degree in Nursing, Public Health, Health Promotion, or a related discipline is required
  • Experience in quality improvement programs in public health settings is a plus.
  • Experience with performance-based financing (PBF) or results-based financing models is a big plus.

💼 Required Skills & Competencies

Technical Skills:

  • Excellent skills in data analysis, verification, and reporting
  • Good knowledge of Microsoft Office (Word, Excel, PowerPoint)
  • Capability to produce lucid and adequately formatted reports and presentations

Language & Communication:

  • Fluency in Amharic and English (both in writing and speaking)

Personal Attributes:

  • Highly autonomous and well-organized with high attention to detail
  • Good at finding solutions to problems and have analytical skills
  • Amicable nature and good at creating contacts with people
  • Ready to travel a lot across the North Gojjam Zone
  • Can work independently and finish the work on time even when it is difficult

Additional Requirements:

  • A valid motorbike license from Ethiopia is a must.
  • One has to be able to use a motorbike for field travel.
