🎯 Position Overview: Senior Project Officer-II – Irrigation
ATI is seeking a highly skilled and experienced Senior Project Officer-II (Irrigation) to lead irrigation-focused initiatives under the Agriculture-focused Dignified Employment for Youth in Ethiopia (ADEY) program.
This role is critical to creating sustainable, dignified employment opportunities for over 600,000 youth, particularly young women, in agriculture value chains. The officer will drive the adoption of modern irrigation technologies, support youth-led Micro, Small, and Medium Enterprises (MSMEs), and strengthen agribusiness development across targeted regions, including Agricultural Commercialization Clusters (ACC) and Somali Region.
The ideal candidate will have deep technical expertise in irrigation systems, agribusiness development, and youth employment, with a proven ability to work across government, private sector, and community stakeholders.
📌 Key Responsibilities
Program Planning & Implementation:
Lead the design, planning, and execution of irrigation activities aimed at enhancing crop production and agribusiness development.Promote innovative technologies, including manual and engine pumps, well-drilling, and water-saving irrigation systems.
MSME Development & Youth Empowerment:
- Establish and strengthen youth-led MSMEs that focus on irrigation-related services, such as pump manufacturing, maintenance, repair, and well drilling.
- Prioritize inclusion of young women and individuals with disabilities in economic opportunities.
Capacity Building & Training:
- Deliver technical training to youth enterprises and local partners on irrigation technologies, business development, and service delivery.
- Support the development of business plans, technical specifications, and bills of quantities.
Market Linkages & Private Sector Engagement:
- Conduct demand assessments and connect youth beneficiaries with private irrigation service providers.
- Facilitate public-private partnerships to scale service delivery.
Stakeholder Collaboration:
- Build platforms for knowledge exchange with regional offices of agriculture, labor, women affairs, cooperatives, and development partners.
- Promote best practices in manual well drilling, equipment maintenance, and climate-smart irrigation.
Monitoring, Evaluation & Reporting:
- Monitor project progress, evaluate impact, and identify scalable models.
- Collect data and produce high-quality reports on program outcomes and youth employment impacts.
Procurement & Logistics:
- Initiate and follow up on the procurement of irrigation materials and equipment in line with the project’s needs.
✅ Qualifications & Experience
Educational Background:
- A Master’s degree (MSc) in Agricultural Engineering, Irrigation Engineering, Water Resources Engineering, Agriculture Extension, or a closely related field is required.
Professional Experience:
- Minimum of 8 years of relevant experience for MSc holders in:
- Irrigation system design and implementation
- Agribusiness or SME development
- Employment creation in the agriculture sector
- Proven experience in well drilling, pump systems, water-saving technologies, and irrigation service models.
Technical & Professional Skills:
- Possess a comprehensive understanding of Ethiopia’s policies and regulations related to irrigation, drainage, and water resources.
- Strong understanding of the Ethiopian agricultural system and value chain dynamics.
- Expertise in preparing technical specifications, bills of quantity, and procurement documentation.
- Proficiency in data collection, analysis, and reporting.
- Possess strong computer skills, specifically in MS Office, data analysis, and presentation tools.
Soft Skills:
- Excellent communication, presentation, and writing skills (in English and Amharic; regional language is an advantage).
- Strong teamwork, facilitation, and stakeholder management abilities.
- Adaptive, strategic thinker with problem-solving and time management skills.
- Willingness to conduct frequent field visits to project sites.
