Job Description 

Consultant Responsibilities

Those specialists under this position will be engaged with the national MRV team, which is responsible for the preparation of the national climate action mitigation policy assessment chapter, as a national for the sectors. The consultant will be held accountable for the below parts of the work:

  • Going further into the implementation of the decisions, this work (Dec. 5/CMA.3) for the BTR and the mitigation measures in the last country’s NDC finds the best data sources and collects information on innovative climate mitigation actions and measures.
  • In line with the decision mentioned earlier, we want to elaborate on the data and information, and we help to fill the part about mitigation actions in the BTR.
  • Provide a detailed description of the NDC.
  • Monitoring progress of the implementation of the NDC and the achievement of the set goals.
  • Suggest specific alternatives to fill in the gaps and better cover the issue of the mitigation actions in the NDC.
  • Take part in the implementation and make your contribution to the possible review process should MOPD request it.
  • Look through and add the components of financial, technology, and capacity-building that you need and the ones that were given to you.
  • Go over and blend the losses due to climate change in the country together with the climate change impact/vulnerability assessment for the applicable sectors, including the identification of vulnerable areas that are most critical, and based on the vulnerability assessment, recommend adaptation measures to meet their specific needs and concerns arising from the adverse effects ofclimate change.
  • Organize a single round of capacity building for the complete preparation of the chapter of vulnerability assessment methods and mitigation action assessment methods as well as the adaptation assessment methodology used.
  • Execute the additional job(s) that may be necessary according to the Ministry of People’s Democratic Party (MOPD) needs for the preparation of the Biennial Transparency Report (BTR).
  • Gather the entire set of information that will enable monitoring of the progress achieved in implementation along with accomplishment of the domestic policies and measures that have been executed to solve the social and economic problems as well as Nationally Determined Contributions (NDCs) under Article 4 of the Paris Agreement from the sectors along with other sources.
  • A well-organized summary showing the progress made in the implementation and accomplishment of the NDC under Article 4 of the Paris Agreement.
  • Find out the deficiencies and aspects that need to be worked on in order to make the chapter more complete for the upcoming BTR 2 as well as the stocktaking exercise.
  • Deliver both hard and soft copies of the final chapter report to MOPD.

Main Deliverables (Outputs)

  • Report on the final chapter dealing with mitigation actions in both hard copy and soft copy.
  • All the data from the sources that were utilized for writing the mitigation assessment report in computer-readable form (Excel, Word, tables, models).
  • Summary of the mitigation assessment in hard copy and soft copy for distribution to the higher officials.
  • Modules or materials for capacity-building training in both hard and soft copies.

Required Skills and Expertise

  • Professionally certified (Ph.D., MSc.) in environmental science, natural resource management, climate change, forestry, and/or other relevant fields.
  • Very well-informed of the country’s climate policies, climate goals, and international reporting standards.
  • At least 2 years of experience in mitigation policies (development, implementation, and/or monitoring).
  • Knowledge of the modalities, procedures, and guidelines of the Paris Agreement.
  • Having the experience of giving lectures on the preparation of any GHG emission reduction tools and/or handing over of climate action-related reports in Ethiopia and being a witness to deliverables.
  • Being aware of national climate action policies and NDC mitigation components and other international mitigation policies.
  • Being knowledgeable of government institutions and coordination mechanisms.
  • Confidence in English writing and good working knowledge.

Rough Work Plan and Timeframe

  • The consultancy will be 5 months long for the two positions starting from the date of the contract signing in order to complete the greenhouse gas inventory and climate action mitigation policy assessment chapter.

Payments

Payments will be made against the completion of the following tasks and acceptance of the quality of the work:

  • Transfer beforehand after submission of the final inception report: 30%.
  • First draft of GHG inventory and mitigation chapters report: 40%.
  • Final GHG inventory and mitigation chapter reports and submission of all necessary documents used for the preparation of the documents indicated in the deliverables: 30%.

Note: Tax will be deducted at the source on each payment made to the consultant as per the existing financial regulation and norms of the Federal Democratic Republic of Ethiopia.

Application Document

The application documents should have both the financial and technical documents in a separate envelope. In addition, the technical proposal must include clear and detailed methodologies to conduct the assignment and a work plan for the work, along with their CVs and a copy of the relevant certificate. Interested consultants must submit the following documents/information to demonstrate their qualifications:

A. Technical Proposal

The technical proposal should include the following:

  • The technical proposal should include a profile of the consultant, an outline of their recent experience on similar assignments, and a letter of testimony attesting to their successful completion of previous assignments.
  • The consultant should provide any comments or suggestions regarding the Terms of Reference (TOR), demonstrating their understanding of the assignment’s objectives, tasks, and deliverables.
  • The consultants should provide a detailed explanation of their proposed methodology and work plan for executing the assignment.
  • The proposal should include a timeline for completing the assignment.
  • Curriculum Vitae of individual consultants – A personal CV highlighting experience in similar projects and at least 3 references must be provided. In addition, a copy of certificates (such as training certificates related to the assignment and certificates from international institutions like GHGMI and UNFCCC) of each individual consultant to the specific tasks described above shall be provided.

B. Financial Proposal

  • The proposal should include the consultancy fee as a single, VAT-inclusive sum.
  • The lump sum is to be detailed comprehensively to show a description of the budget (travel, per diems, actual consultancy fees, etc.).
  • Whether this rate is negotiable is to be mentioned.

Criteria for Technical Document Evaluation

  • The technology and the financial proposals will be judged

  • Demonstrated experience and expertise in conducting GHG inventory, training, and familiarity with IPCC guidelines and software (for GHG consultant) and mitigation assessment, adaptation assessment, and training experience (for mitigation consultant)—35%.
