Job Description 

 

Consultant Responsibilities

 

The specialists under this position will collaborate with the

national MRV team that is responsible for the assembling of the national GHG inventory

for the sectors (AFOLU, Energy, Waste, and IPPU) and the allowed gases (CO₂, CH₄,

N₂O). These tasks have to be done in line with the latest GHG inventory

and other related documents for the sources of information, methodologies, barriers, and

improvements and also cover the following jobs listed below:

  • Obtain the previous improvement plan from FBUR along with recommendations from any past documents, quality assurance, ICA, or other review processes, and apply the identified improvements related to data sources, completeness, quality, and IPCC guidelines methodology (tier) whenever possible.
  • Conduct national GHG inventories for the required gases CO₂, CH₄, and N₂O, as well as HFCs, PFCs, SF₆, NOx, SOx, and VOCs (if data is available) from 1990 to 2022, following the guidelines for countries not listed in Annex I of the convention.
  • Estimate emissions by source and removal by the sink for the years 1990–2022 for all IPCC sectors (Energy, IPPU, AFOLU, and Waste).
  • Report on the nation’s emissions and removals from the past and present.
  • A short note of the source and sink category emission estimates and trends.
  • Essential Category Analysis.
  • The plan for GHTI improvements was implemented.
  • Make use of time series of activity data from the most recent GHG inventory, data providers, and additionally create new data to obtain a complete time series, also allowing the filling of any possible gaps, through the most suitable methodology applied as necessary.
  • Carry out the key category analysis in accordance with the most suitable IPCC methodology.
  • Use the best IPCC method found for estimating GHG emissions for the whole time series with the IPCC software for preparing GHG inventories, while applying the fifth assessment of GWP.
  • Verify and describe the QA/QC procedure of the GHG calculations as per the IPCC timetable.
  • Recognize possible difficulties and needs for improvement and record them for the next cycle.
  • Execute the complete documentation, management, and storage procedures at all levels of the GHG inventory preparation process.
  • Participate and give your contribution to any possible review process of BTR document preparation.
  • Complete any other task requested by MOPD for BTR preparation.
  • Conduct a single round of hands-on training workshop that covers the overall preparation process and the GHG inventory chapter, including tools, assumptions, methodologies, software, and guidelines used.
  • Identify the defects and areas for improvement in preparation for the next BTR 2 and stocktaking exercise.
  • Please provide the final GHG inventory chapter report in both soft and hard copy to MOPD.

Main Deliverables (Outputs)

  • The final chapter report of the GHG inventory will be prepared in both hardcopy and softcopy formats.
  • The preparation of the GHG inventory report uses all raw data in soft copy, including Excel, Word, tables, and models.
  • Higher officials receive a separate summary report of the GHG inventory, both in hard copy and soft copy.
  • We prepare modules or materials for capacity-building training, both in hard copy and soft copy.

Required Skills and Expertise

  • A professional degree (Ph.D., MSc.) in environmental science, natural resource management, climate change, environmental engineering, industrial engineering, or another relevant field is required.
  • The candidate should possess at least one or more certificates on GHG inventory from either the Greenhouse Gas Management Institute (GHGMI) or UNFCCC.
  • The candidate should possess experience in conducting training sessions on GHG inventory and IPCC software, following the guidelines set by the IPCC for national experts.
  • The candidate possesses expertise in delivering training sessions on GHG emission reduction tools and/or climate action-related report preparations in Ethiopia, along with a track record of successfully completing these tasks.
  • I possess a deep understanding of the country’s climate policies, its climate goals, and the international reporting standards.
  • I possess a deep understanding and familiarity with GHG accounting methodologies, the IPCC reporting guidelines, and the Minimum Progress Goal (MPG) of the Paris Agreement.
  •  Deep understanding of government institutions and coordination mechanisms.
  • Exceptional English language writing capabilities.

Payments

Payments will be processed after the submission and acceptance of satisfactory deliverables, which are outlined as follows:

  • An advanced payment of 30% will be made after the submission of the final inception report.
  • First draft of GHG inventory and mitigation chapters report: 40%.
  • The final GHG inventory and mitigation chapter reports, along with the submission of all necessary documents used to prepare the deliverables, will account for 30%.

Note: Tax will be deducted at the source on each payment made to the consultant as per the existing financial regulation and norms of the Federal Democratic Republic of Ethiopia.


Application Document

The application documents should have both the financial and technical documents in a separate envelope. In addition, the technical proposal must include clear and detailed methodologies to conduct the assignment and a work plan for the work, along with their CVs and a copy of the relevant certificate. Interested consultants must submit the following documents/information to demonstrate their qualifications:

A. Technical Proposal

The technical proposal must include the following elements:

  • The technical proposal should include a profile of the consultant, an outline of their recent experience on similar assignments, and a letter of testimony attesting to their successful completion of previous assignments.
  • The consultant should provide any comments or suggestions regarding the Terms of Reference (TOR), demonstrating their understanding of the assignment’s objectives, tasks, and deliverables.
  • The consultants should provide a detailed explanation of their proposed methodology and work plan for executing the assignment.
  • The consultants should also provide a timeline for completing the assignment.
  • Curriculum Vitae of individual consultants – A personal CV, including experience in similar projects and at least 3 references, shall be provided. In addition, a copy of certificates (such as training certificates related to the assignment and certificates from international institutions like GHGMI and UNFCCC) of each individual consultant to the specific tasks described above shall be provided.

B. Financial Proposal

  • The proposal should include a lump-sum consultancy fee, which includes VAT.
  • The lump sum should be broken down to clearly indicate the budget description (travel, per diem, actual consultancy fees, etc.).
  • Indicate if this rate is flexible.

Technical Document Evaluation Criteria

Both technical and financial proposals will be evaluated based on the criteria of the Procurement Rules and Regulations of the government. The selection of the consultants for the project will be based on a technical proposal (80%) and financial bids (20%).

The technical proposals will be evaluated against the following criteria:

  1. Individual expertise, experience, and qualification (the individual experience nationally and internationally against the assignment will be evaluated)—20%.
  2. The assignments’ methodology and approach will receive a score of 45%.
  3. Demonstrated experience and expertise in conducting GHG inventory, training, and familiarity with IPCC guidelines and software (for GHG consultant) and mitigation assessment, adaptation assessment, and training experience (for mitigation consultant)—35%.

Submission of Applications

Interested consultants are requested to submit their applications within five (5) working days from the first date of this announcement in person at the Ministry office in front of 6 Kilo ground floor HR department.
