GIZ is committed to supporting the Ethiopian Government across various sectors, particularly in the Ethiopian lowlands, which cover nearly 60% of the country and are home to over 18 million (agro)-pastoralists. With growing populations and increasing extreme weather events, these communities face significant challenges, including food insecurity, soil degradation, and erosion due to overgrazing and deforestation.
To combat these issues, GIZ has developed the Dry Valley Rehabilitation and Productive Use (DVRPU) approach in collaboration with the Ministry of Agriculture (MoA) and local agricultural bureaus. The Capacity Development for Strengthening Drought Resilience (CDSDR) Project is in its third phase, promoting this approach through a combination of technical, biological, economic, social, institutional, and managerial strategies.
The advisor will play a crucial role in managing natural resources sustainably in dry valley systems, focusing on participatory land use, soil and water conservation, and the application of geographical information systems (GIS). This position also involves capacity building at the community and regional government levels.
Key Responsibilities
Strategic Planning
- Conduct assessments of dry valley systems, focusing on biodiversity, water resources, and soil conditions.
- Identify innovative approaches to maximize productive use while preserving ecosystem integrity.
Technical Expertise
- Foster community participation in natural resource management.
- Provide guidance on water conservation, soil management, and sustainable agricultural practices.
Community Engagement
- Collaborate with local communities and stakeholders to design participatory land use and resource management strategies.
- Assist in formulating community bylaws for natural resource management.
Capacity Building
- Conduct training sessions for agro-pastoralists and local stakeholders on sustainable management practices.
- Empower stakeholders to implement effective land-use strategies.
Partnerships and Networking
- Establish partnerships with governmental agencies, NGOs, and research institutions.
- Stay updated on best practices and emerging trends in dry valley resource management.
Monitoring and Evaluation
- Develop frameworks to assess the impact of resource management interventions.
- Conduct regular evaluations to measure the effectiveness of strategies.
Additional Responsibilities
- Perform other duties as requested by management.
Qualifications
- Education: Master’s degree in Natural Resource Management or Sustainable Land Management, focusing on soil and water conservation.
- Experience: Minimum 15 years in participatory land use management and GIS, preferably in dryland areas.
- Skills:
- In-depth knowledge of soil and water conservation technologies.
- Proficiency in GIS software and data analysis tools.
- Strong facilitation and communication skills.
- Experience in capacity building and knowledge transfer.
Preferred Qualifications
- Knowledge of the socio-cultural and environmental context of the Somali Region.
- Good command of English (written and oral).
- Familiarity with government institutions involved in natural resource management in the Somali Region.
- Previous experience in dryland regions.
