Job Description
Result of Service
The guide will be created using a triangulated approach, which will consist of:
- Documentary Research: A thorough examination of the AfCFTA Agreement, national trade laws, customs and border procedures, institutional frameworks, and the national AfCFTA implementation strategy.
- Primary Data Collection: Collecting data from the main ministries, agencies, and selected businesses by means of interviews, surveys, and focus group discussions.
- Case Studies: Describing the trade experiences of Seychellois businesses, taking their attention to the most important sectors such as the fisheries, agriculture, tourism-related products, and handicrafts.
The consultant will follow the “Methodology for Developing National Step-by-Step Guide for Trade in Goods under the African Continental Free Trade Area” issued by the ECA.
Expected Duration: 4 months
Duties and Responsibilities
The ECA is dedicated to helping African nations negotiate, implement, and maintain the AfCFTA. To be able to capitalize on all the benefits that come along with the AfCFTA, it is of utmost importance to have ratification by all African Union Member States and the establishment of strong national strategies.
The consultant will do the following in this capacity:
- Talk with the national stakeholders to get an understanding of Seychelles’ trade framework and AfCFTA readiness.
- Create a record of customs and border procedures at the major points of entry and exit.
- Look into the private sector’s preparedness, with a focus on women- andGo through legislations, policies, and measures about trade along with the implementation of AfCFTA.
- Write down the steps of getting the Certificates of Origin.Write a guide in accordance with the confirmed methodology.
- Submit the outline at a new national validation workshop and change it according to the comments.
- Send the accepted copy of the document to the Ministry of Finance, National Planning & Trade, and ECA.
- Help some SMEs in doing the guide’s part.
- Be a part of Seychelles’ national trade information portal’s new content
Qualifications and Skills
Education:
- An advanced university degree (master or equivalent) in economics, international trade, law, or a related field. A first degree with two years of experience may be acceptable.
- Experience: The candidate should have a minimum of 7 years experience in trade policy, trade facilitation, or similar fields.
- Deep understanding of the AfCFTA and Seychelles’ economic and trade environment is required.
Skills:
- Good analytical and writing skills
- Experience in data gathering, stakeholder consultation, and policy analysis
- Good analytical and writing skills

Experience:

Languages
- Fluency in English (spoken and written) is a must. Knowing French is a plus since both are the languages used in the United Nations.
