Activity Overview

In recent years, JSI has provided technical assistance to Ethiopia’s Ministry of Health (MoH) to strengthen both national and sub-national immunization systems. Our efforts focus on identifying and reaching zero-dose and under-immunized communities, especially in hard-to-reach areas. The MoH has recognized the need for ongoing technical assistance to support new vaccine introductions and improve access to immunization services, particularly for children in their second year of life and beyond. Through funding from Gavi, the Vaccine Alliance, JSI will offer technical assistance on routine immunization to selected regional health bureaus (RHBs) to help reduce the number of zero-dose children in Ethiopia.

Position Summary

The Regional Immunization Advisor (RIA) will be based at the Somali RHB and will provide technical assistance to enhance the delivery of integrated immunization services. Focusing on the 69 prioritized woredas in the Somali region, the RIA will aid in identifying zero-dose children, developing and implementing micro-planning, and planning and monitoring PIRI activities. The RIA will be seconded to the assigned RHB and will provide both day-to-day and strategic support to the RHB’s EPI team.

Key Responsibilities

  • Collaborate with the RHB to analyze the needs related to zero-dose and under-vaccinated children, developing joint plans aimed at reducing these numbers in the prioritized woredas.
  • Ensure that all targeted woredas have effective micro-planning to identify and map zero-dose children and missed communities.
  • Support catch-up vaccination activities across the targeted woredas, ensuring clear plans and specific targets for each woreda while providing necessary technical assistance.
  • Monitor the performance of targeted woredas in achieving zero-dose targets through monthly analyses and feedback to the RHB.
  • Assist the RHB in the planning, implementation, and monitoring of PIRI and other routine immunization activities.
  • Provide technical support for integrating routine immunization with other health services (e.g., deworming, nutritional activities).
  • Advocate for the integration of zero-dose identification and vaccination into health campaigns and services.
  • Engage in capacity-building initiatives related to immunization services, including training and mentorship.
  • Disseminate guidelines for integration and catch-up vaccinations to health workers in the region.
  • Support the organization and facilitation of key regional technical meetings, such as working group meetings and EOCs.
  • Offer ongoing support to the RHB and sub-regional levels, leading supportive supervisions and utilizing immunization data for timely decision-making.
  • Coordinate with other JSI immunization technical advisors to ensure project activities align with regional priorities.
  • Maintain communication with JSI staff in Addis to facilitate project implementation and provide progress updates.
  • Prepare and submit regular performance updates and reports.
  • Contribute to donor and MoH-required project reports and other information requests.
  • Undertake any additional assignments as assigned by the RHB and/or JSI.

Require Skill

  • Master of public health (MPH) or other equivalent qualifications with first degree in health-related areas
  • Minimum of eight years working experience in immunization and public health. Should have at least five years of experience on routine immunization
  • Experience in data analysis at regional level is advantage
  • Demonstrated experience working within the region and familiarity with the region
  • Proven ability to use adult learning techniques to facilitate trainings, supportive supervision and technical assistance
  • Strong organizational, management and communication skills to influence partners and decision makers at regional, zonal and woreda level
  • Demonstrated ability to be a team player, to lead teams, and to organize multiple activities simultaneously; ability to communicate and negotiate competing demands on time from managers and work effectively with distributed teams.
  • Computer skills, including Microsoft Word, Excel, and Powerpoint, and familiarity with DHIS2
  • Fluency in English; Fluency in the regional language is a strong asset
  • Willingness and ability to travel up to 40% of the time to regions, zones
