Background
Since 2000, the IRC has been active in Ethiopia, providing vital services through direct and partner-led initiatives. Our multi-sectoral approach includes emergency responses and long-term resilience-building across various sectors such as Environmental Health, Health and Nutrition, Economic Recovery and Development, and Education.
The Transforming Education in Ethiopia (TREE) Programme (2024 – 2029), initiated by the FCDO (Foreign, Commonwealth & Development Office), aims to enhance access to education for marginalized groups, particularly girls, while improving teaching quality and learning outcomes.
Key Components of the Programme
- Access to Quality Education: Enhance teaching and learning quality in targeted schools.
- English Language Proficiency: Improve English teaching and usage across the curriculum.
- Inclusion: Increase access to education for marginalized children, especially girls.
Role Overview
The Finance and Operations Director will lead all financial, administrative, and operational aspects of the TREE programme. This position is critical for ensuring compliance with FCDO and country regulations, as well as for developing strategic and operational plans for the project.
Key Responsibilities
- Develop and implement finance management and risk management policies.
- Design procurement processes aligned with IRC and FCDO standards.
- Collaborate with the program team on financial management procedures.
- Manage project finance activities, including reporting and projections.
- Provide monthly budget analysis to program staff.
- Prepare and review financial reports for FCDO compliance.
- Ensure adherence to local financial regulations.
- Optimize resource allocation for project performance.
- Develop and maintain administrative systems that enhance efficiency.
- Ensure procurement processes meet all regulatory standards.
- Facilitate timely project cycle meetings and follow-up on action plans.
Qualifications
- Bachelor’s degree in Accounting, Business Administration, or Finance; CPA or master’s degree preferred.
- Minimum of 10 years in finance or operations, particularly with FCDO contracts.
- Experience in financial and procurement management systems.
- Proficiency in budgeting and financial reporting for large-scale projects.
- Familiarity with ERP systems and financial software.
- Strong problem-solving and communication skills.
- Knowledge of Ethiopian labor and tax laws.
- Fluency in English is required.
