Terms of Reference – Technical Advisor
Role Overview
Collaborate with the Guinea Worm Eradication Program Manager (PM), Senior Technical Advisor (STA), Senior Country Representative (SCR) for Ethiopia, and Ministry of Health (MOH) officials, including Gambella State Health authorities, to fulfill the responsibilities outlined below.
Key Responsibilities
- Geographic Data Collection:
Use GPS to obtain geographic coordinates of villages/localities reporting Guinea Worm Disease (GWD) cases. Submit these coordinates to the national EDEP secretariat for map updates. - Cluster Analysis:
Analyze the clustering of GWD cases in villages/localities to determine sub-district definitions based on established program norms. - Resource Planning:
Collaborate with the Senior Project Coordinator (SPC) to identify the number of Field Officers (FOs), Supervisors, and Village Volunteers needed for effective coverage. - Training Development:
Work with the PM and relevant officers to create training guidelines and schedules for FOs, Supervisors, and community leaders. Conduct training on GWD definitions, interventions, and health education. - Work Plans:
Develop work plans with FOs and other stakeholders to enhance surveillance and community mobilization efforts regarding GWD prevention. - Community Engagement:
Train Supervisors and Volunteers on effective communication with GWD endemic communities about prevention and the importance of community participation. - Supervision of Training:
Oversee training conducted by FOs to ensure quality and effective message delivery. - Action Plan Development:
Collaborate with the GWEP team to create an annual action plan and budget for endemic areas, ensuring alignment with seasonal needs. - Surveillance Assessment:
Evaluate the sensitivity of the GWD surveillance system, ensuring timely case detection and appropriate record-keeping. - Compliance Checks:
Verify adherence to international definitions and standards for case containment and resource availability in endemic villages. - Supervisory Visit Evaluation:
Assess the frequency and quality of supervisory visits to Village Volunteers, ensuring they are informed and satisfied with their roles. - Behavior Change Communication (BCC) Evaluation:
Monitor the effectiveness of BCC messages and social mobilization events, assisting in improvements where necessary. - Public Health Surveillance Awareness:
Stay informed about public health emergency management efforts by local authorities and stakeholders. - Larvicide Application Assessment:
Evaluate the application of ABATE® Larvicide in drinking water sources, ensuring proper records and effectiveness. - Data Management:
Ensure line-listings of GWD endemic villages are utilized for monitoring interventions and advocacy for safe water sources. - Monthly Reporting:
Assist FOs with monthly activity reports and compile a comprehensive overview for the project area. - Water Supply Monitoring:
Track the status of water hand pump projects in endemic villages. - Supply Management:
Collaborate with local authorities to ensure secure storage and distribution of supplies for GWD eradication. - Collaborative Engagement:
Work harmoniously with TCC and Woreda leaders to strengthen GWD eradication programs and advocate for inter-sectoral collaboration. - Program Leadership Awareness:
Understand the EDEP’s leadership structure and operate within the jurisdiction of the Ethiopian government. - Data Improvement:
Enhance data collection accuracy, completeness, and timeliness. - Community Advocacy:
Promote the need for immediate action to halt GWD transmission at all governance levels. - Final Reporting:
Provide a detailed report upon contract conclusion, summarizing activities and recommendations for future action.
Qualifications and Requirements
- Minimum of 2 years of public health experience in community-based programs, preferably in Africa. MPH preferred.
- Proven experience in preparing technical reports, budgets, and action plans.
- Strong team-building skills and ability to foster teamwork.
- Competence in making sound judgments in challenging conditions.
- Respectful conduct towards The Carter Center and local partners.
- Willingness to work in remote endemic areas.
- Fluency in written and spoken English.
