Program Description

The USAID-funded Ethiopia Civic Engagement Activity is a four-year initiative aimed at strengthening Ethiopia’s civic framework to promote inclusive, peaceful, and responsive governance. The project focuses on enhancing the capacity of civic and community-based actors for policy analysis, advocacy, dialogue, and collective action, fostering multi-stakeholder partnerships to support democratic change, respect for human rights, and accountable governance.

Position Summary

The Operations Manager will assist the Deputy Chief of Party (DCOP) in overseeing all operational aspects of the project, ensuring compliance with award requirements, Creative policies, USAID regulations, and local laws. This role involves collaboration with HR, Procurement, IT, Security, and the Office Assistant as needed.

Reporting

The Operations Manager will report directly to the Deputy Chief of Party.

Responsibilities

  • Assist the DCOP in managing daily administrative operations, including contract administration, logistics, inventory, travel, procurement, IT support, office administration, and operations budgeting, while ensuring compliance with Creative and USAID policies and Ethiopian law.
  • Train project staff on operational processes and systems as outlined in the project’s Operations Guide.
  • Maintain up-to-date inventory records, affix asset labels, and conduct regular inventory audits.
  • Liaise with HQ Field Operations on operational matters and participate in the Operations Community of Practice.
  • Oversee project fleet management, including vehicle use, maintenance, and travel and fuel logs in coordination with security.
  • Handle corporate insurance coverage for vehicles, including claims submission and overall asset insurance maintenance.
  • Manage office supplies and equipment inventory.
  • Organize and label administrative records and operational files in SharePoint according to Creative’s procedures.
  • Prepare monthly payments for operational services, ensuring adherence to the budget.
  • Coordinate office maintenance with the landlord, assist staff with office services, and ensure project leases are current and properly stored.
  • Supervise the cleaning services provider and coordinate office events.
  • Perform additional duties as assigned by the supervisor.

Qualifications

Required Skills & Experience

  • Bachelor’s degree in management, business administration, public administration, economics, or a related field.
  • Minimum of 6 years of general work experience, including at least 4 years in a relevant operational role; 3+ years of supervisory experience is required.
  • Proven experience in supporting operations for USAID projects.
  • Strong interpersonal skills to engage effectively with diverse stakeholders.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Proficiency in English is required.
