Functional Responsibilities
Portfolio Management
- Annual Work and Procurement Plan: Prepare for the assigned portfolio.
- Collaboration: Work closely with team, project staff, and clients to review all operational aspects.

Portfolio Monitoring and Performance Oversight
- Oversight: Provide P3M oversight, advice, and direction.
- Implementation Plans: Ensure feasible development and updates.

- Monitoring Tools: Establish effective tools for monitoring and reporting.
- Performance Review: Regularly review project performance and deliverables.

Starting Up Projects
- Expertise: Provide expertise for project start-up, planning, and closing.
- Handover: Ensure knowledge transfer from the Partnerships team.
- Recruitment: Lead new project start-ups and recruit teams.
- Dependencies: Identify dependencies to inform project plans.
- High-Level Plans: Develop high-level programme/project plans.
Procedures and Assurance
- Compliance: Ensure projects comply with organizational standards and tools.
- Reporting: Ensure timely and quality project reports.
- Audit Requirements: Collaborate to ensure projects meet audit requirements.
- Risk and Issue Registers: Review and provide feedback on risk/issues.
Stakeholder Engagement
- Guidance: Provide oversight in developing stakeholder profiles.
- Communication Plans: Ensure effective implementation of communication and visibility plans.
Planning, Knowledge Management, Good Practices, and Innovation
- Maturity Enhancement: Contribute to operational process improvements.
- New Projects: Support development of new projects with lessons learned.
- Procedures: Develop common procedures to improve project quality.
- Capacity Building: Facilitate capacity building activities.

The Portfolio Manager directly impacts project results by assisting the Senior Portfolio Manager and MCO’s Leadership Management Team. Education/Experience/Language Requirements
Education
- Advanced Degree: Master’s in Project Management, Business Management, Development Studies, Procurement/Supply Chain Management, or related fields.
- Bachelor’s Degree: With an additional 2 years of relevant experience may substitute the advanced degree requirement.
Certification
- Project Management Certification: PRINCE2, PMI, or equivalent is an asset.
Experience
- Five Years: Progressive experience in Portfolio Management or Project/Programme Management.
- Software Tools: Knowledge of project management software is an asset.
- Multidisciplinary Teams: Experience managing teams is an asset.
- Stakeholder Engagement: Experience developing and implementing plans is an advantage.
- Procurement: Experience in procurement of goods/services is an advantage.
