Organizational Setting

 

The International Fund for Agricultural Development (IFAD) is a specialized United Nations agency and an international financial institution dedicated to eradicating rural poverty and hunger. IFAD focuses on investing in rural communities by financing projects that enhance agricultural productivity and elevate rural incomes. Additionally, IFAD advocates for policies at various levels to support rural transformation.

 

This position is located within the East and Southern Africa Division, under the direct supervision of a Country Director, Country Programme Officer, or other designated staff.

 

Job Role

 

The Driver/Clerk provides reliable and secure driving services to IFAD staff, officials, and visitors. The role demands the highest standards of discretion, integrity, responsibility, and knowledge of protocol and security issues. Additionally, the position involves clerical duties, emphasizing a client-oriented approach, tact, and the ability to work with people of diverse national and cultural backgrounds.

 

Key Functions and Results

 

Driving Services and Vehicle Maintenance

 

Reliable Driving Services: Transport IFAD staff, officials, and visitors; deliver and collect mail, documents, and other items. Meet personnel and visitors at the airport, handling visa and customs formalities as required.

  • Cost-Saving Measures: Maintain daily vehicle logs accurately, contribute to vehicle maintenance plans and reports.
  • Vehicle Maintenance: Conduct minor repairs, arrange major repairs, change oil, check tires and brakes, and wash the vehicle.
  • Document and Supply Management: Ensure availability of required documents and supplies, including vehicle insurance, logs, office directory, maps, first aid kits, and spare parts.
  • Accident Procedures: Follow national and IFAD rules and regulations in case of accidents.

 

Administrative Functions

 

  • Registry System Maintenance:
    • Maintain the office filing system per IFAD Record Management System.
    • Open new subject files and dispose of old files as per the retention schedule.
    • Archive documents securely and ensure accessibility.
    • Provide photocopies and scan documents as requested.
    • Collect reference and background material.
    • Maintain records of file movements and office circulation.
  • Travel Support: Prepare travel authorizations, security clearances, and provide administrative support for domestic and international travel.
  • Correspondence Management:
    • Register, code, and forward incoming correspondence.
    • Dispatch outgoing communications, maintain records of pouches received.

  • Accountability: Ensure integrity, transparency, and equity in the administration of IFAD resources.

Key Performance Indicators

 

  • Impact: Ensure accurate, safe, cost-effective, and timely execution of services in Regional/Multi-Country/Country Offices.

 

Working Relationships

 

Driver/Clerks facilitate the transportation of staff and the exchange of routine information within IFAD and externally as needed. They handle logistical support and respond to basic inquiries.

Experience

  • Knowledge of driving rules, regulations, and minor vehicle repair.

Certifications

  • Valid Driver’s License (B Category)

Languages

  • Amharic: Excellent (4)
  • English: Good (3)
  • Desirable: French, Arabic, or Spanish

Skills
