Job Overview

 

Expertise France is expanding its portfolio of projects in Ethiopia, focusing on enhancing the resilience and stability of conflict-affected communities. The organization is actively involved in programs aimed at improving access to basic services, healthcare, and protection through the rehabilitation and re-equipment of hospitals in Abala, Adwa, and Dessie. To support these initiatives, Expertise France is seeking a Project Manager to oversee the day-to-day administration and implementation of the program, ensuring the overall achievement of project objectives. Reporting to the Head of the Stabilization and Resilience Unit, the Project Manager will be responsible for the timely and high-quality execution of project activities in collaboration with the Ethiopian Ministry of Health (MoH) and other stakeholders. The Project Manager will lead a team based across Addis Ababa, Dessie, Abala, and Adwa, comprising two Project Officers, an Administrative and Financial Manager, and a Procurement and Logistics Officer, all under their direct supervision.

Project Management, Monitoring, Evaluation, and Learning

The Project Manager will provide leadership, management, supervision, and strategic direction for the program, ensuring smooth operation and successful outcomes. Responsibilities include:

  • Leading and managing the implementation of projects in Dessie, Abala, and the new EU-funded initiative for Adwa and Abala hospitals.
  • Ensuring that program targets and deliverables are met on time, within budget, and with high quality.
  • Utilizing project planning, budgeting, and monitoring tools to track progress, achieve indicators, and manage budget expenditure.
  • Overseeing procurement processes, ensuring compliance with procedures, addressing delays, and preparing necessary administrative documents.
  • Organizing and facilitating project reviews, preparing progress reports, and leading field team meetings in coordination with headquarters.
  • Drafting narrative donor reports, acting on assessment findings to enhance project outcomes.
  • Assisting in budget exercises, reviewing financial documents, and preparing necessary documentation for headquarters.
  • Monitoring budget utilization, suggesting fund reallocations as needed, and developing an exit strategy in consultation with the MoH to ensure sustainability.
  • Ensuring project visibility and communication according to donor requirements.
  • Conducting site visits to oversee rehabilitation work when security allows, ensuring activities meet quality standards.
  • Assisting the Portfolio Manager with additional tasks, including data analysis, report preparation, stakeholder communication, and logistical coordination.

Staff Management and Supervision of Experts

The Project Manager will manage the project team, which includes two Project Officers, an Administrative and Financial Officer, and a Procurement and Logistics Officer. Responsibilities include:

  • Overseeing and guiding the team on procedures, setting clear expectations, establishing performance objectives, providing regular feedback, and conducting semi-annual performance reviews.
  • Providing technical guidance and capacity building to team members to enhance their professional management of their portfolios.
  • Supervising the recruitment of experts, trainers, or consultants, and recruiting project staff as needed.
  • Ensuring timely and quality delivery of assignments by experts.
  • Supporting the recruitment and evaluation of new staff when requested by headquarters.

Monitoring on Stabilization and Portfolio Development

  • Staying informed on developments in the stabilization and early recovery sectors in Ethiopia.
  • Coordinating with organizations involved in the rehabilitation and re-equipment of public health infrastructure, such as WHO, UNICEF, MdM (in Adwa), and PUI (in Abala).
  • Keeping the Head of Unit updated on programmatic developments and potential project ideas.
  • Supporting the Portfolio Manager in gathering data for developing protection and resilience proposals.
  • Facilitating stakeholder engagement and promptly informing headquarters of relevant international environment changes.

Institutional Representation and Partnership

  • Participating in coordination and technical meetings, representing Expertise France in relevant inter-agency working groups (e.g., Health Cluster).
  • Representing Expertise France with the MoH, MoWSA, French Embassy, EU Delegation, and relevant UN working groups on matters related to project strategy and implementation.
  • Maintaining strong working relationships with the French Embassy at the technical level and coordinating with headquarters to enhance transparency and communication.

Desired Profile

Qualifications and Skills:

  • Master’s Degree in international development, public health, social protection, or a related field.
  • Demonstrated expertise in health infrastructure rehabilitation programming.
  • Strong skills in program/technical and budget management, planning, reporting, and monitoring and evaluation.
  • Excellent written and oral communication skills, with effective representation and liaison abilities.
  • Ability to apply skills and knowledge in various capacities, including direct implementation, advisory roles, training, and knowledge transfer.
  • Personal qualities: Strong team leadership, promoting teamwork and teambuilding, adaptability in a multi-cultural environment, flexibility under pressure, attention to detail, and quality-oriented.
  • Full proficiency in English (oral and written). Fluency in French is an asset.

Professional Experience:

  • Minimum of 10 years of experience in international development, humanitarian, or non-humanitarian sectors, with specific expertise in public infrastructure rehabilitation projects in emergency or post-conflict settings.
  • Proven experience in project management and/or coordination with INGOs, UN agencies, or bilateral organizations.
  • Experience within a French Agency is an asset.
