About the Position
Background of the FCDO Transforming Education in Ethiopia Project
In Ethiopia, many children, especially girls and marginalized groups, face barriers to education, with many at risk of dropping out. While strides have been made to improve access to education, progress has stagnated since 2019 due to conflict, climate-related challenges, the impact of Covid-19, and broader economic issues that have intensified inequalities.
To address these challenges, the Foreign, Commonwealth & Development Office (FCDO) is launching the “Transforming Education in Ethiopia” project (2024-2028) aimed at enhancing teaching quality, learning outcomes, and increasing educational access for girls and marginalized children. The project will focus on three key areas:
Teacher and School Leader Development: Enhancing teaching quality through ongoing professional development in targeted schools.
English Language Teaching and Learning: Improving English language instruction and usage across the curriculum in selected schools.
Equity, Inclusion, and Girls’ Education: Increasing access and retention for the most marginalized children, particularly girls.

This is an exciting opportunity to support the Ethiopian government in strengthening its education system while collaborating with experts in a dynamic consortium on the upcoming five-year “Transforming Education Programme in Ethiopia (TREE).” The Consortium Technical Assistance (TA) Lead will be based in Addis Ababa, Ethiopia, with frequent travel to program regions and other locations as needed.
You will report directly to the Team Leader and coordinate daily with the Programme Director, Education Programme Coordinator, and Concern Worldwide’s Technical Advisers in Ethiopia and at headquarters. Collaboration with local and international consortium members, downstream partners, contractors, the Core Programme Management Team, the Ministry of Education, and donors is crucial.
Role Purpose
The Consortium TA Lead will provide comprehensive technical assistance to the project and manage a team of specialists working with various departments of the Ministry of Education (MoE) and supporting regional teams in their engagements with Regional Education Bureaus (REB). Responsibilities include defining the technical scope of the project and contributing to its strategic direction.
Key Responsibilities
Collaborate with the Team Leader to define the technical design of the project, ensuring alignment with project objectives and MoE policies.
Lead the planning and implementation of technical assistance strategies at both national and regional levels, providing expert advice and capacity building on key themes such as girls’ education and inclusion.
Manage and coordinate a team of technical specialists and short-term consultants.
Engage with stakeholders, including the MoE and civil society, to foster collaboration and enhance the effectiveness of technical assistance activities.
Support high-level engagements with the MoE, FCDO, and other stakeholders to align project objectives with national policies.
Evaluate the effectiveness of technical assistance provided, documenting lessons learned to improve outcomes.
Prepare and deliver high-quality reports and communication materials to ensure transparency in project implementation.
Identify and mitigate risks associated with technical assistance delivery.
Uphold adherence to Concern Worldwide’s Code of Conduct and associated policies, demonstrating leadership on equality, diversity, and inclusion.
About You
Role Holder Requirements
Essential:
Advanced degree (Master’s or equivalent) in education, gender, public administration, international development, or related field (Ph.D. or Ed.D. preferred).
5-7 years of experience in delivering and coordinating large-scale technical assistance programs to influence education policy reform.
Extensive knowledge of themes such as girls’ education, teaching and learning, and inclusion.
Proven ability to work effectively with diverse stakeholders, including government and civil society.
Understanding of education delivery and system strengthening in Ethiopia, with familiarity with its political and cultural context.
Experience in staff and financial management, leading teams to achieve high-quality outcomes.
Excellent communication skills in English.
Desirable:
Experience providing technical assistance within large FCDO contracts or grants.
Fluency in one or more Ethiopian languages.
