Purpose of the Post:

In the context of the WHO Health Emergencies incident management system, at the country level, the incumbent will provide project management support in the implementation of the technical and operational plans, coordinate the allocation and use of financial resources, and manage grants in close consultation with related teams, to ensure the effective delivery of technical programmes in support to the full cycle of the incident.

Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational Context (Describe the work environment, the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc; available guidelines and degree of independence in decision making, and nature and purpose of contact within and outside the Organization):

Reporting to the MGA and under the overall guidance of the EPR Team Lead and working closely with counterparts at the respective country office, the incumbent will have the front-line responsibility for project management and collaborate with other team members on all aspects of the implementation of technical and operational plans. S/he will have extensive contact with a broad range of staff across the unit to strengthen collaboration and coordinate, prioritize, implement and monitor the emergency programmes and activities. The incumbent will have ongoing contacts with partner organizations, other UN agencies, and official government representatives to encourage effective collaboration and information-sharing.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

1.Provide technical support to the overall programme management, grants management, budget, work planning, including the development, day-to-day operation, monitoring and evaluation of work plans to ensure the effective execution of the outbreaks and health emergencies programmes.

2.Collaborate, with technical leads and other teams, in the development, implementation and monitoring of the technical, operational and HR work plans.

3.Ensure proper use of designated funds to achieve results as per defined indicators; underpin compliance with project management principles.

4.Liaise with Resource Mobilization Officer to secure rapid funding for immediate needs; with sustainable, predictable financing for programme activities.

5.Coordinate the analysis, consolidation, and dissemination of information on programme management. Contribute to the preparation of monitoring and progress reports, briefings, proposals, reports, communications, and advocacy documents required for strategic decision making.

6.Attend various project management meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with relevant stakeholders.

7.Develop flexible and innovative solutions to support WHO’s outbreak and health emergency operations, in line with the IMS standard operating procedures (SOPs).

8.Perform any other incident-specific related duties, as required by the functional supervisor.

1.Proven knowledge of project management, budgetary, financial, practices and the ability

to develop improved systems that support these processes.

1.Strong analytical skills and ability to analyse and synthesize information from multiple sources.

2.Excellent knowledge and expertise in project design, monitoring and evaluation.

3.Strong professional skills in the development of reports and persuasive documents.

 

Education (Qualifications):

Essential: First university degree in management, business administration, health policy/planning, economics, social development, social sciences, Accounting, or international relations from a recognized/accredited institute.

Desirable: Post graduate degree or specialised training in Project management, Business Administration, Management, Finance or related field

Experience:

Essential: A minimum of two years’ experience in project management, finance or management with experience in planning, grant management, budget, finance and/or related field. Related experience in the context of outbreaks and/or emergency programmes is an advantage

Desirable: Relevant work experience in WHO, other UN agencies, Health Cluster Partners, recognized Humanitarian Organizations or relevant nongovernmental organizations.

Languages:

Essential: Excellent knowledge of English.

Desirable: Knowledge of the local language(s)

Other Skills (e.g., IT):

•Sound skills in utilizing Enterprise Resource Planning Oracle systems or similar packages.

•Strong computer skills in office applications including Excel, PowerPoint, and Word.
