Project Overview
The Promoting Opportunities for Women & Youth Economic Resilience (POWER) project aims to enhance the economic resilience of women and youth in Semera-Logiya through entrepreneurship, skills development, and access to financial services. The project includes establishing self-help groups (SHGs), vocational training, and market linkages, while strengthening local governance for sustainable economic empowerment.
Position Summary
The Livelihood Officer will manage the implementation of the POWER project in Semera-Logiya, collaborating with the Area Coordinator to achieve project objectives. Key responsibilities include planning and executing project activities, providing technical support to beneficiaries, supervising project staff, and fostering partnerships with local stakeholders.
Key Responsibilities
Project Implementation
- Develop detailed implementation plans aligning with project objectives and timelines.
- Coordinate group formation, capacity building, and market linkage activities.
- Conduct field visits to monitor project progress and address challenges.
- Ensure gender-sensitive and inclusive project activities.
Team Management
- Lead and support the project team, fostering effective communication and high morale.
- Organize regular team meetings to review progress and strategize next steps.
- Identify training needs and facilitate skill development for team members.
Resource Management
- Oversee the efficient use of financial and material resources, ensuring accountability.
- Manage project budgets in compliance with donor requirements.
- Collaborate with procurement to ensure timely availability of resources.
Stakeholder Engagement
- Build relationships with local government, financial institutions, and community leaders.
- Facilitate coordination meetings and advocacy initiatives.
- Negotiate with market actors to secure opportunities for beneficiaries.
Monitoring and Evaluation
- Develop and implement a MEAL framework to assess project performance.
- Collect and analyze data to inform decision-making.
- Prepare periodic reports highlighting achievements and areas for improvement.
Conflict Resolution
- Mediate disputes among beneficiaries and stakeholders.
- Identify risks and develop mitigation strategies.
- Address grievances transparently and fairly.
Compliance
- Ensure adherence to organizational policies and local laws.
- Promote safeguarding, gender equality, and ethical conduct throughout the project lifecycle.
Sustainability
- Design strategies for the sustainability of beneficiary businesses.
- Facilitate peer support networks among beneficiary groups.
- Work with local institutions to integrate project activities into existing systems.
Qualifications
Education & Experience
- MA/MSc or BA/BSc in Livelihoods, Food Security, Business Management, Economics, or a related field.
- 3-5 years of relevant experience in NGO settings.
Skills & Competencies
- Excellent communication skills in English; knowledge of Afar is a plus.
- Proficiency in MS Office (Word, Excel, PowerPoint).
- Strong understanding of women’s economic empowerment and market access.
- Excellent organizational and leadership skills.
- Ability to collaborate with diverse stakeholders.
