About the Organization

ECC‑SDCBOM is a faith-based NGO implementing social development programs in the Vicariate of Meki. As a consortium partner, ECC‑SDCBOM is implementing the Realizing Aspirations of Youth in Ethiopia Through Employment (RAYEE II) program, funded by the MasterCard Foundation and led by SNV. This five-year initiative aims to expand youth employment opportunities and empower rural young women and persons with disabilities across Oromia and Central Ethiopia regions.

Position Summary

The Senior MEAL Officer will lead the monitoring, evaluation, accountability, and learning (MEAL) functions of the RAYEE II program at cluster level. The role ensures that program performance is systematically tracked, quality data is collected and reported, and evidence is used to inform decision-making. The Officer will also strengthen digital data systems, build the capacity of technical staff and data clerks, and document lessons learned and best practices to support adaptive program management.

Key Responsibilities

• Planning, Monitoring & Evaluation: Develop and consolidate annual, quarterly, and monthly work plans in line with program targets and national strategies. Monitor implementation progress, identify challenges, and support timely course corrections.
• Data Management & Reporting: Oversee data collection, entry, validation, and secure storage. Produce high-quality performance reports (monthly, quarterly, annual).
• Quality Assurance & Accountability: Apply quality assurance checklists and tools, ensuring compliance with program standards and technical guidelines. Strengthen accountability mechanisms for participants and stakeholders.
• Capacity Building: Train and mentor technical staff and data clerks on MEAL tools, digital data systems, and the use of data for decision-making. Promote a culture of evidence-based learning.
• Knowledge Sharing & Learning: Document lessons learned, success stories, and challenges; support program reviews and adaptive management processes.

About You

Qualifications:

• MSc/MA or BSc/BA in Economics, Agricultural Economics, Business Management, Business Administration, Monitoring & Evaluation, or related fields.

Experience:

• Minimum 8 years relevant experience (MSc/MA holders) or 10 years (BSc/BA holders), preferably in youth employment, value chains, or livelihoods-focused projects.

Skills & Competencies:

• Strong understanding of project cycle management and MEAL frameworks.
• Expertise in qualitative and quantitative data collection and analysis.
• Proficiency in SPSS, STATA, Power BI, and mobile data collection tools (KoboToolbox, ODK, SurveyCTO).
• Proven ability to manage accountability systems and large datasets.
• Experience integrating gender and conflict-sensitive approaches into MEAL systems.
• Effective leadership, resource management, and problem-solving skills.
• Excellent communication in English and local languages.
• NGO experience preferred.

• Willingness to travel frequently to project sites.
• Strong commitment to field-based work with resilience and adaptability.
