Professional Alliance for Development (PADet) is a not-for-profit organization established in 1998, dedicated to supporting disadvantaged and marginalized communities in Ethiopia. We focus on youth, women, and children, providing assistance in areas such as reproductive health, HIV/AIDS prevention, child protection, and livelihood & food security.

Project Overview

PADet is partnering with SNV and the Mastercard Foundation to implement a flagship program aimed at enabling 112,000 rural young women to access dignified employment in Eastern Amhara. The program targets high-potential agricultural value chains, including horticulture, poultry, and dairy, using a market systems development approach.

Position Summary

The Financial Inclusion Advisor will lead the implementation of the financial inclusion component of the program, focusing on increasing access to financial services for rural young women, persons with disabilities, and returnees. This role involves establishing and strengthening Youth Saving and Lending Associations (YSLAs), building institutional linkages with microfinance institutions (MFIs), cooperatives, and banks, and promoting market-oriented financial products tailored to youth startups and micro and small enterprises (MSEs).

Key Responsibilities

  • Strategy Implementation: Facilitate the rollout of the youth financial inclusion strategy within the cluster, prioritizing rural young women, persons with disabilities, and returnees.
  • Assessment and Solutions: Conduct localized reviews to identify barriers to financial access and propose tailored solutions.
  • YSLAs Development: Establish and strengthen Youth Saving and Lending Associations, ensuring proper governance and financial literacy practices.
  • Institutional Linkages: Collaborate with MFIs, SACCOs, and banks to enhance access to financial services for youth groups and entrepreneurs.
  • Financial Products: Work with financial institutions to develop market-oriented financial products that meet the needs of young women and MSEs.
  • Digital Solutions: Promote partnerships with digital technology providers to introduce mobile banking, digital savings, and record-keeping solutions.
  • Capacity Building: Train cluster technical teams and local financial service providers on YSLA methodologies and youth-inclusive financial service delivery.
  • Monitoring and Documentation: Design monitoring systems to track YSLA outcomes and financial inclusion progress, documenting lessons learned and success stories.
  • Representation: Represent PADet at local financial inclusion platforms and forums, influencing policies and practices.

Qualifications and Experience

  • Education: Master’s or Bachelor’s degree in Finance, Business, Economics, Agricultural Economics, Cooperative Development, or related fields.
  • Experience: Minimum of 4 years in microfinance, rural finance, or youth/women financial inclusion, with practical knowledge of informal (YSLA/VSLA) and formal financial systems.
  • Skills:
    • Familiarity with Ethiopia’s financial sector and digital financial services.
    • Experience in partnership management and stakeholder engagement.

  • Excellent communication and report writing skills.
  • Willingness to work flexible hours and travel frequently.
