We are seeking a passionate and experienced program manager to lead the Renewed Women’s Voice and Leadership (RWVL) program—a dynamic initiative advancing feminist movements and women’s rights across Ethiopia.

The Opportunity
As the Program Manager, you will lead the design, implementation, and strategic coordination of the RWVL program, which supports Women’s Rights Organizations (WROs) to grow stronger, amplify marginalized voices, and influence policy for gender justice.
You’ll play a central role in embedding feminist principles into every aspect of the program—from grant management and capacity building to advocacy, monitoring, and systems strengthening. You’ll work closely with WROs, government stakeholders, and CARE’s internal teams to ensure impactful, inclusive, and sustainable outcomes.
This is a senior-level role (5–8 years of relevant experience) ideal for a systems thinker, collaborative leader, and champion of gender equality.
What You’ll Do
🌟 Technical Leadership & Program Coordination (50%)
- Lead the strategic direction and day-to-day management of the RWVL program in close partnership with WROs, advisory bodies, and stakeholders.
- Design and implement gender-transformative initiatives that advance women’s leadership, accountability, and governance.
- Facilitate participatory planning, inception meetings, and learning sessions with partners.
- Strengthen feminist organizational development by mapping WROs, assessing capacity needs, and connecting them to technical resources and advocacy platforms.
- Serve as a convener and relationship-builder within Ethiopia’s women’s rights ecosystem.
💰 Grant, Budget & Compliance Management (20%)
- Oversee flow-through grants to principal partners, ensuring compliance with donor requirements (Global Affairs Canada) and CARE policies.
- Guide partners on financial reporting, procurement, asset management, and audit readiness.
- Monitor burn rates, review monthly financial reports, and support corrective actions when needed.
- Conduct risk assessments and ensure timely mitigation of compliance issues.
📊 Monitoring, Evaluation & Learning (20%)
- Co-develop and manage the program’s M&E framework, implementation plans, and results tracking tools.
- Build the M&E capacity of WROs through training, mentorship, and practical support.
- Lead field visits to verify progress, validate results, and ensure data quality.
- Synthesize learning, document best practices, and contribute to donor and internal reporting.
👥 Team Leadership & Development (10%)
- Supervise and mentor the RWVL program team, fostering a culture of collaboration, accountability, and growth.
- Support staff in setting goals, managing workloads, and delivering high-quality results.
- Conduct performance reviews and support professional development aligned with CARE’s values.
Who You Are
✅ Required Qualifications
- A Master’s degree in international development, Gender Studies, Public Policy, Human Development, or a related field is required.
- The candidate must have a minimum of 8 years of progressive experience in areas such as gender equality, women’s rights, feminist programming, or advocacy.
- Proven track record in:
- Designing and managing gender-transformative programs grounded in feminist principles.
- Providing technical support to women’s rights organizations and multi-stakeholder partnerships.
- Capacity building in gender analysis, advocacy, and organizational development.
- Managing donor-funded projects, including budgeting, compliance, and reporting.
- Strong skills in:
- Gender analysis and mainstreaming.
- Project and partnership management.
- The responsibilities also include facilitation, communication, and stakeholder engagement.
- Microsoft Office (Word, Excel, PowerPoint).
- Proficiency in both written and spoken English is essential.
🌱 Preferred Qualifications
- Postgraduate training in gender, sociology, anthropology, or development studies is preferred.
- The candidate should have gained experience in the INGO sector or in programs funded by donors.
- The candidate should have a background in advocating for feminist policies or building movements.
- Skills in qualitative and quantitative data analysis.
