Job Summary

The Humanitarian Livelihoods Officer will be responsible for the agricultural work (provision of vegetable seed and pullet) as well as the Village Savings and Loan Associations in Emergency (VSLAiE) which work under the supervision of the Humanitarian Response Manager/ Team Leader. This position includes delivering management and technical assistance to the project staff, following the progress of the project, and making sure efficient programming is executed and the impact is realized.

Responsibilities

1. Planning and Implementation of Project Activities (25%)

  • Ensure that the activities of the project are consistent with the organization’s principles and procedures.
  • Draft a detailed implementation plan (DIP) in conjunction with the project proposal.
  • Go over the ground progress through field visits conducted every month.
  • Offer technical assistance to farmers and VSLAiE interventions.
  • Work together with the facilitators for the effective involvement of the key stakeholders, such as, community members, government partners.
  • Please identify any challenges that have arisen and address them using the appropriate strategies.
  • Arrange with others for the agriculture- and livelihoods-related survey.
  • Assist the requisition, human resources, and finance departments in carrying out the necessary tasks.
  • Please update cooperating agencies on the project’s status and any issues that may have arisen.
  • Ensure adherence to CARE policies and donor regulations.

2. Program Quality Assurance (25%)

  • Please ensure the project employs effective programmatic methods that align with the M&E frameworks and guidelines.
  • Find out about technical assistance requirements and then coordinate with program managers for the necessary help.
  • Use management instruments to realize the planned impact.
  • Take part in the execution of audit recommendations.

3. Reporting and Staff Supervision (25%)

  • Come up with reporting formats together with the HRM/Team Leader.
  • Gather and condense monthly and quarterly performance reports.
  • Observe report quality and reliability.
  • Keep a learning platform open to sharing best practices between stakeholders.
  • Help in the preparation of the project report, and make sure that it is submitted to the Head Office on time.
  • Direct and provide technical support to project staff.
  • Perform the work of managing performance for those who report directly to you.

4. Partnership and Accountability (10%)

  • Build and maintain mutually productive relationships with the local community who are the project beneficiaries/stakeholders.

Qualifications

Required

  • Bachelor’s degree in agriculture (crop, livestock, veterinary) or related field.
  • Minimum 2 years of experience in project implementation, preferably in humanitarian aid.
  • Experience in livestock, vegetable production, and VSLAiE in emergency contexts.
  • Proficiency in English (verbal and written), budget management, and report writing.
  • Good interpersonal skills for effective stakeholder engagement.
  • Understanding of gender, youth, and social inclusion principles.

Desired

  • Knowledge of programming in humanitarian contexts.
  • Proficiency in local languages.
  • Skills in organizing and facilitating training events.
  • Familiarity with livelihoods and agriculture emergency response actions.
