Introduction
Vétérinaires Sans Frontières Germany (VSF Germany) is a non-governmental, non-profit organization dedicated to providing veterinary relief and development assistance to pastoralists and vulnerable communities reliant on livestock. Our holistic approach includes livestock feed management, production support, marketing assistance, and veterinary public health initiatives. We aim to build community capacity through innovative service delivery, training, and establishment of sustainable animal health services.
As a key donor, USAID-BHA plays a critical role in our Ethiopia program. Understanding donor rules and regulations is essential for effective project implementation. Therefore, we are seeking accredited trainers to facilitate a training program on USAID-BHA rules and regulations in Addis Ababa, scheduled for October 2024.
Objective of the Consultancy
The primary objective is to equip VSF Germany staff with comprehensive knowledge of BHA/USAID rules and regulations, ensuring full compliance in managing BHA funds throughout project implementation.
Scope of Consultancy
- Develop Training Programs: Create training agendas and materials to enhance staff understanding of BHA/USAID rules and regulations.
- Deliver Training: Conduct a five-day training program for 35-40 participants from operational projects, in close consultation with the VSF Germany Country Program.
- Methodology & Schedule: Provide a detailed training delivery methodology and activity schedule.
Duration, Participants & Place
- Location: Addis Ababa
- Duration: Five consecutive days
- Participants: 35-40 staff members from operational projects
Expected Deliverables
The consultant will ensure the following outputs:
- Up-to-date knowledge of USAID rules and regulations.
- Improved project management skills, focusing on collaboration and communication with donors and stakeholders.
- Understanding of reporting requirements, including narrative and financial reports and tax obligations.
- Enhanced skills in USAID proposal development for better applications.
Reporting and Documentation
The consultant will provide:
- Comprehensive training materials
- Documentation of the training process
- Evaluation and quality assessment using standard templates
Required Qualifications, Skills, and Experience
- Educational Background: Degree in community development, project management, or related fields; financial qualifications are a plus.
- Accredited Trainer: Must present certification as an accredited trainer on USAID rules and regulations.
- Relevant Experience: Proven experience in delivering training in NGO environments, particularly with diverse international participants.
- Documentation Skills: Ability to document, report, and evaluate training programs effectively.
Terms of Payment and Invoice
Payments will occur in two phases:
- First Payment (30%): Upon signing engagement documents and approving the detailed work plan.
- Final Payment (70%): Upon completion of training and submission of the training report.
The consultant must issue an invoice and adhere to Ethiopian tax policies, with applicable withholding taxes based on the firm’s registration status.

Technical Proposal Must Include:
- Explanation of the consultant’s understanding of the Terms of Reference
- Proposed methodologies and work plan/timetable
- Documentation with at least three references
- Business registration and licenses
- Evidence of similar completed assignments
Financial Proposal Must Include:
- Total budget, covering training fees, travel costs, accommodation, meals, and related expenses. Present the budget in your preferred format.
