Job Summary:
The Programme Management Support – Senior Analyst will be responsible for the successful delivery of the SUIDAC Program in Ethiopia and Somalia. Working under the supervision of the Programme Coordinator and the In-Country Coordinator, the Senior Analyst will manage the day-to-day operations of the SUIDAC Program, which includes activities in the cities of Asosa, Jigjiga, Borama and Gabiley. The Senior Analyst will ensure that the project outputs are delivered within the specified time, cost, quality, scope, risk and benefits goals.
Key Responsibilities:
- Develop, complete and update the implementation plan for the SUIDAC Program in Ethiopia and Somalia
- Support the Program Coordinator in the implementation of the approved SUIDAC plan
- Manage the SUIDAC grants in Ethiopia and Somalia, including assisting with the development, implementation and supervision of assigned grants and work packages
- Supervise and coordinate local advisors in the cities covered by the Program in Ethiopia and Somalia when required
- Embed sustainability dimensions, including social and gender inclusion, environmental and economic aspects, into the project life cycle
- Ensure the implementation of all HSSE requirements in the activities located in Ethiopia and Somalia
- Support the organization of national and regional dialogues in Ethiopia and Somalia and assist with the production of supporting documents
- Provide administrative support for project implementation, such as organizing workshops and operational support for the Secretariat and partners’ missions
- Ensure compliance with organizational and donor policies
Monitoring and Reporting:
- Liaise with grantees on timely and adequate preparation of project and financial reports
- Review project status of grantees, evaluating performance criteria
- Provide regular oversight and analysis of delivery data within the dashboard system
- Ensure local project team members track and update milestones and targets
Stakeholder Engagement:
- Establish solid working relationships with the donor, national and local authorities, and key stakeholders
- Ensure regular internal coordination with the SUIDAC Comms and M&E Specialists, as well as with the local advisors in Ethiopia and Somalia
- Monitor the effectiveness of project communications in the targeted cities
Quality Assurance:
- Ensure projects comply with audit requirements
- Coordinate quality reviews of project documents and deliverables issued by the grantees
- Provide quality control for management outputs
Knowledge Management and Innovation:
- Conduct capacity building activities for grantees and local teams
- Interact with the SUIDAC Programme Officer and wider Project Team to share case studies, lessons learned and best practices
- Contribute to the dissemination and sharing of best practices and lessons learned
Education and Experience:
- Advanced University degree (Master’s or equivalent) in migration studies, urban development, urban planning, public policy, or related fields
- Minimum 2 years of demonstrated expertise in project management, preferably with a focus on migration and/or urban development
- Previous experience with grant management is an asset
- Applied expertise in working with African cities, particularly in Somalia and Ethiopia, is an asset
- Strong knowledge of sustainable urban growth in secondary cities in the Horn of Africa is an asset
- In-depth understanding of gender equality and women’s empowerment in the field of migration and urban development in the Horn of Africa is a distinctive advantage
- Willingness to conduct regular field missions for project supervision, particularly in Somalia and Ethiopia, is highly desirable
Languages:
- Fluency in English is required
- Working knowledge of Amharic, Oromiffa, and Somali is an asset
